Making Family Changes Post-Enrollment
Usually, the parent or guardian informs the Family Worker or Home Visitor of a change after they have been enrolled.
Dropping from the Program
If a child drops from a program after enrollment, we have 30 days to fill that open placement.
Refer to SOP CP Update a Child’s Enrollment Status to drop a child’s participation record and SOP Filling Open Slots for instructions on selecting a new child from the waitlist.
Moving to Another Center
When a family notifies a Family Worker or Home Visitor that they wish to move to a different Shasta Head Start center, notify the family that paperwork must be submitted to place them on their selected center’s list. They will be notified when they are selected to transfer centers.
Use the current Program Options Reference Card to verify that the center they have selected is age-appropriate for their child and complete the following steps:
- Complete the Application for Services (EL001)
- On page 1, enter the current program year
- Click “Mid-year Transfer to Site” and enter the center’s name (one center only)
- Enter the child’s first name, last name, and date of birth
- Enter the parent, guardian, or foster parent’s first and last name

- On page 2, enter the reason the parent, guardian, or foster parent gave when he/she asked to change centers.
- Enter the Family Worker or Home Visitor’s first and last name
- Enter the date
- Print and sign the Application for Services (EL001)
- Scan both pages to ERSEA
Once ERSEA receives the completed Application for Services (EL001), an Enrollment Coordinator processes the paperwork in ChildPlus and attaches the document to the child’s participation record.
Family Workers and Home Visitors can check to see if ERSEA has processed their request by running their current 2025-Enrollment Priority Listing for the classroom the child is enrolled in.
The highlighted sections below indicate that the child in the example is enrolled and waiting to transfer to Birchwood.
When a child is selected to transfer to the requested center, please refer to the SOP Transition within Program for instruction.
After the program year has begun, we have 30 days to fill an opening and enroll the child (meaning the child attends the first day of class or receives the first home visit). The opening created by that child leaving the first program “inherits” the original 30-day time limit to fill it. This means we now have fewer days to fill the newly created opening and enroll a new child there.

Moving a Child from One Family to Another
You may encounter a situation in which a child is moving from one family to another, such as when the child:
- Moves from the biological family to a foster home
- Moves from one foster home to another
- Moves from foster care back to the home of the biological family
